Indian Union Budget 2010-11 - a brief

Proposals:
  • To issue additional banking licenses to private players and Non Banking Financial Institutions
  • To provide more capital to Regional Rural Banks to meet the needs of the rural economy
  • To extend the interest subvention of 2 percent for another year to export sectors involving Handicrafts, Handloom, Small and Medium enterprises and Carpets.
  • To extend the period for repayment of loan amount by farmers to another 6 months
  • To raise the interest subvention from 1 percent to 2 percent for timely repayment of short term corp loans
  • To setup Coal Regulatory Authority to resolve issues involving economic pricing of coal and benchmarking of standards of performance
  • National Literacy Mission has been relaunched as "Saakshar Bharat" to improve female literacy rate
  • Minimum Alternate Tax to be increased from 15% to 18%
Fund Allocation:

  • Rs.300 crore has been provided under Rashtriya Krishi Vikas Yojana to increase the productivity of dry land.
  • Rs.400 crore has been provided to extend the Green Revolution in the eastern region including Bihar, Chattisgarh, Jharkhand, Orissa, West Bengal and Eastern Uttar Pradesh
  • Rs.1,73,552 crore (i.e. 46% of total plan allocation) has been allocated for infrastructure development
  • Rs.19,894 crore has been provided for the road transport which is increased by 13%
  • Rs.16,752 crore has been provided to modernize and expand railway network
  • Increase in the plan outlay for the ministry of New and Renewable Energy from Rs.620 crore to Rs.1000 crore for the achievement of 20000 mega watt of solar power under Jawaharlal Nehru National Solar Mission
  • Rs. 500 crore has been allocated to setup solar, small hydro and micro power projects in the Ladakh region of Jammu Kashmir
  • Rs.200 crore has been provided to preserve Goa's Natural resources and restore Goa's beaches under special Golden Jubilee package
  • Amount of Rs.500 crore has been increased for "Mission Clean Ganga 2020" under the National Ganga River Basin Authority
  • To increase the amount for school education to Rs.31,036 crore from Rs.23,800 crore
  • To increase the amount for Ministry of Health and Family welfare to Rs.22,300 crore from Rs.19,534 crore
  • Rs.48,000 crore has been allocated from rural development
  • Rs,25,000 crore to be increased from disinvestment which would be further utilised to meet the requirements of the social sector schemes
  • An increase of Rs.5,400 crore from existing Rs.3060 crore for "Swarna Jayanthi Shahari Rozgar Yojana"
  • An increase of Rs.400 crore from existing Rs.200 crore for linking Self Hep Groups with the Banking System
  • Rs.1,900 crore has been allocated to the Unique Identification Authority of India project
  • Rs. 1,47,344 crore has been allocated to the defence sector which includes Rs.60,000 crore towards Capital Expenditure

  • 5 more food parks to be setup which raises the total to 15
  • To establish National Clean Energy Fund for funding research and innovative projects in Clean Energy Technologies
  • An agreement has been signed between Government of India and Asian Development Bank for implementing Khadi Reforms in the country
